  2. Repeat the layering process with the remaining potatoes, beef, and tomatoes.

  4. Cover the dish with aluminum foil and bake for 45 minutes.
  5. After 45 minutes, uncover the dish and bake for an additional 15 minutes, or until the potatoes are tender and the cheese is bubbly and golden.
